The Directorate for Planning and Environmental Appeals

The Directorate is responsible for dealing with planning and related appeals in Scotland. A reporter appointed by the Scottish Ministers decides most appeals. These are called "delegated" appeals.

In a small number of cases the reporter does not issue the decision, but submits a report with a recommendation to the Scottish Ministers. These are called "non-delegated", or recalled, appeals.

Most appeals are decided by means of the written submissions procedure, with others determined after a public local inquiry or a hearing has been held.

Fuller details of the types of planning and related appeals and the procedure that applies to each can be found in our booklet "Planning Appeals in Scotland"(PDF) and in the pages that follow. Information on appeals that have been lodged with the Directorate since 1 January 2001 can be accessed through our Planning Appeals Search.

The Directorate is committed to improving the delivery of our services. To achieve this the Scottish Government is working with partners within government and the wider community to ensure that the entire decision making process in respect of appeals and called-in applications is available over the internet. During the next six months the Scottish Government will publish all of the material that is before a reporter in all live cases on this website.

All correspondence submitted in connection with cases dealt with by this Directorate may be published on the internet at: planning appeals online
