Scottish Government Planning Decisions and Appeals

  • Planning Decisions - Applications for planning permission are dealt with, in the first instance, by the local planning authority. Scottish Ministers have the power to make decisions on planning applications, but only in certain circumstances.
  • Planning Appeals - If a local authority has refused consent or grants consent subject to conditions, the applicant has the right of appeal to the Scottish Ministers. The vast majority of appeals (some 98%) are delegated to a member of the Scottish Government's Directorate for Planning and Environmental Appeals (DPEA).
