The Care and Repair Working Group decided to review Care and Repair in Scotland to consider the future within the overall policy direction set by the Housing (Scotland) Act 2006. This incoming legislation radically changes the system of help for homeowners in respect of repairs, improvements and adaptations. Repairs and adaptation work represent key areas of work for Care and Repair and the Scheme of Assistance provisions in Part 2 of the Act represent a significant change in helping homeowners repair, improve and adapt their properties.
It is 15 years since the last review of Care and Repair services in Scotland. During this time some services have developed more than others; some projects offer more or different services to their clients than others and there may be scope to expand or modify services offered locally to maximise the contribution of Care and Repair in general and to each local authority's Scheme of Assistance, and to strengthen the overall movement for the future.
As part of the review an in depth analysis of local services was commissioned from an independent consultant. Their full research report and research findings are now available.
The final review report consider these research findings in the context of a wider review that seeks to prepare Care and Repair for a more sustainable future, close the policy and delivery gaps in terms of service availability, standards of delivery, and the Care and Repair brand, and put the Care and Repair movement on a more robust community based focus.
