The basis for the new system of improvement and repairs grants was laid in the Housing (Scotland) Act 2001, which amends the grants provisions in the Housing (Scotland) Act 1987. Following the passage of the 2001 Act, a working group was formed and issued a consultation paper (also available in PDF format) on the implementation of the relevant provisions of the Act. The main regulations were laid before the Scottish Parliament in June 2003 and the new system came into force on 1 October 2003.
