Scottish Housing Regulator logoThe Scottish Housing Regulator (SHR) regulates registered social landlords and the landlord and homelessness services of local authorities. It is an executive agency of the Scottish Government and it exercises independently the regulatory powers of Scottish Ministers.

Its overall purpose is to regulate to protect the interests of tenants and other service users, ensure the continuing provision of good quality social housing and maintain the confidence of funders.

A modernised Social Housing Regulator

Between September 2008 and July 2009 the Scottish Government discussed proposals to modernise regulation with a stakeholder sounding board. The sounding board included representatives of the Registered Tenants Organisation Regional Network, the Convention of Scottish Local Authorities, Scottish Federation of Housing Associations, Chartered Institute of Housing, Council of Mortgage Lenders, Equalities and Human Rights Commission and Consumer Focus Scotland.

The sounding board discussions helped to shape the proposals in our recent consultation on the draft Housing (Scotland) Bill, which closed on 14 August. The main proposals were:

  • a modernised, independent Scottish Housing Regulator, with a duty to safeguard and promote tenants' interests; and
  • a Scottish Social Housing Charter that describes what landlords must deliver for their tenants and other service users.

We are currently analysing responses to the consultation and will publish a report in October. We expect the Bill to be introduced to Parliament early next year.
