To consider options to:
- Improve the effectiveness of local authority
strategic planning and intervention to promote housing
quality including the introduction of the Index of
Housing Quality
- Modernise the Tolerable Standard and the range of
statutory powers (including grant giving powers)
available to local authorities to intervene to address
disrepair and housing quality failures
- Improve the effectiveness of the law of the
tenement and the management of common and shared
obligations in housing
- Provide better incentives and reduce barriers and
to encourage owners to maintain their homes
- Improve the advice and support services available
to owners in respect of repair and maintenance,
including their rights and obligations
- Address any equalities issues in improving housing
quality
