Purpose
Draws together the key policy principles and procedures to be followed by those who are responsible for managing or delivering major construction projects (either in one of the specific Client roles or in providing Client support and advice).
Progress
The Construction Procurement Manual is subject to periodic review and work is presently underway to revise and update the Manual to take account of feedback from users and guidance available from other sources. However, in the meantime the 'screen' version should be regarded as the current version.
Coverage
The Manual is mandatory throughout the Scottish Government, its Associated Agencies and all other public bodies which are subject to the Scottish Public Finance Manual (further details in the Introductory Note - follow link below). The Manual was first published on-line in December 2005 and replaced the previous (internal) guidance document, the 'Client Pack'.
Objectives
The Manual aims:
- to disseminate good practice in public sector procurement, including guidance on roles and responsibilities, procurement strategies and the appointments process, health and safety, design quality and sustainability;
- to deliver value for money (VFM) and sound financial management; and
- to achieve compliance with international obligations including EU Procurement Directives.
