The Construction Procurement Forum

ForumPurpose

Draws together those parts of the Scottish Government with construction related responsibilities so that experience might be shared and developed mutually across the public sector.

Coverage

The Forum includes the Scottish Government main departments, Government Agencies and a number of other public bodies or organisations closely linked to the Scottish Government in construction-related activities.

Objectives

The Forum aims:

  • to encourage greater sharing of knowledge and experience
  • to support consistency in the application of procedures
  • to improve networking arrangements and support for project sponsors
  • to collaborate on, develop and promote best practice improvements
  • to support and promote improved health and safety standards throughout the construction life cycle, through increased client influence on procurement procedures and design decisions
  • to provide a communication channel with the Office of Government Commerce (OGC) and other relevant external organisations
  • to support the achievement of optimum value for money (VFM)
Outcomes

The Forum generally meets bi-annually and continues to facilitate best practice through:

  • monitoring the contents and operation of the Construction Procurement Manual
  • supporting the revison of procedures to reflect practice and building relationships with the Scottish Construction Forum
  • supporting implementation of the Scottish Government's Gateway Review process
  • maintaining links with UK Departments on relevant procurement topics
  • promoting the use of the Post-Project Evaluation model format
Development

The Forum currently has two sub-groups, to facilitate specific discussion on (1) Crown Buildings, and; (2) Forms of contract
