Brief description The outcome of the Outer Hebrides Cultural Entitlements Pathfinder will be a suite of Cultural Entitlements developed in consultation with the local community, cultural agencies and organisations in relation to the Outer Hebrides Cultural Strategy 2006-2010 and the Western Isles Language Plan. |
Overall aim To develop inclusive and sustainable cultural entitlements for the Outer Hebrides in accordance with the Outer Hebrides Cultural Strategy and the Western Isles Language Plan and to assess best consultation processes in a rural context, so that the lives of people living in these areas are ultimately improved through cultural engagement |
Specific aims (list 4-6) - To genuinely engage the local community, partner agencies and organisations in the process of developing cultural entitlements
- To establish cultural entitlements which represent all sectors of the community and culture, having particular regard to the central place of the Gaelic Language in island culture
- To reinforce existing and establish new opportunities for on-going feedback and discussion with all stakeholders during and beyond the pathfinder process
- To share 'lessons learnt' through monitoring and evaluating the process, in particular with appropriate neighbouring authorities

* The Comhairle's Arts Development Officer will be contributing 1 day/week to the pathfinder for the period of 1 year. |
Activities/services (outputs) - use inclusive consultation approaches which engage and appeal in particular to young people, elderly and minority groups;
- develop Outer Hebrides cultural entitlements which work with and enhance the Outer Hebrides Cultural Strategy and the Western Isles Language Plan;
- maintain an inclusive and open Community Cultural Network;
- evaluate consultation approaches used, establishing 'potential' best practise and results and lessons that can be shared;
- provide on -going activities which deliver and link with the Outer Hebrides cultural entitlements and related strategies.

Indicators for key performance aspects (list 2-3 for each key aspect): Activity (output) - Cultural Entitlements Pathfinder newsletter mailed to all key stakeholder officers, agencies and community organisations; promoted through press and available on council cultural website.
- Consultation on Cultural entitlements included in Outer Hebrides Community Appraisal to be carried out in Autumn 2007 - questionnaires to (every household?) - with random feedback follow-up.
- Community appraisal cultural entitlement questionnaires posted on council website.
- 4 Public participatory consultations sessions held in Barra, Uist, Harris and Lewis - feedback forms distributed with sae at end of sessions.
- 4 Workshops held with young people in Barra, Uist, Harris and Lewis - appropriate methodology developed for feedback.
- Specific methodology developed and engaged to consult older generation (over 60) and minority groups - appropriate methodology developed for feedback.
- Specific consultation with key stakeholder officers, agencies and community organisations - followed up with questionnaire feedback form.
- Community Cultural Network event at central geographic location to debate, discuss and further develop draft cultural entitlements - feedback forms distributed with sae at end of event.

Satisfaction (outcome) - Gaelic Language and Culture Forum and Cultural Working Group are satisfied with outcome and the process used.
- Key stakeholders are satisfied that they were suitably informed and consulted during process.
- Public are satisfied that they were given the opportunity to be involved and that the methods used were fit for purpose and engaging.
- Specific target groups: older generation, minority groups representatives and younger generation - felt satisfied that they were involved in the process and that the methods used were appropriate and engaging.
- Community Cultural Forum are satisfied with the outcome, that overall they have been engaged in the process and that they are clear that the Forum has a future role to play in delivering cultural entitlements.
Impact (outcome) - Cultural events supported by the Comhairle, programmed specifically to needs and aspirations of community in line with Cultural Entitlements, Cultural Strategy and Western Isles Language Plan.
- General publics improved awareness of, access to and satisfaction with cultural events, activities and opportunities supported by the Comhairle.
- More members of public attending cultural events out with established set of 'attendees'.
- Cultural entitlements assist in prioritising and focusing use of Comhairle revenue resources.
- Lessons learnt and shared, in particular, with other similar rural local authorities.
