EVALUATION PLAN FOR GLASGOW CITY COUNCIL PATHFINDER PROJECT

PROJECT NAME: Cultural Pathfinder for Older People (working title only)

Brief description: the cultural pathfinder will increase access to the arts in Glasgow for older people, offering local events and an arts ambassador scheme.

Overall aim: the project aims to make a positive contribution to the health and well-being of the most disadvantaged people over 60 through increased access to and participation in cultural activity.

Specific aims:

  • Reduce barriers to participation in cultural activity
  • Increase levels of participation in good quality arts activity particularly amongst black/minority ethnic and disabled people
  • Improve communication between older people and cultural providers
  • Encourage and enable older people to shape cultural provision
  • Develop links with and embed project activities into local community planning partnerships
  • Develop robust mechanisms for evaluating the contribution that participation in the arts can have on health and well-being

  • Ten large or up to 20 small local events delivered. Each event will involve at least two groups. Groups to be invited at least two weeks prior. Programmes provided where appropriate.
  • Explore and develop intercultural activities
  • In a minimum of one locality develop tailored activities for black/minority ethnic communities that contribute to the local event and act as a link to mainstream activity
  • Build new partnerships
  • At least one new partnership initiated between arts organisations / artists and older people's groups for each locality. These will be based on responses given in mapping questionnaire. Aim for five partnerships to develop beyond the life of the project
  • Develop marketing plan
  • At least two marketing methods explored and tested city-wide. Membership and tracking system piloted in at least one locality

  • Views of older people and representatives of local community planning partnerships, community health and care partnerships, day centres, lunch clubs etc collected in at least two areas

  • List of physical, attitudinal and intellectual barriers recorded. Transport, interpreters and communicators offered and provided. Issues to be on planning, focus and evaluation agendas

  • All local events highlight forthcoming programmes and provide printed information/packs. Each locality is offered ticket subsidy up to £800. Regular meetings with Strathclyde Senior Studies Institute links Pathfinder closely with Encourage project. Subsidised tickets offered to groups at local events.
  • Initiate arts ambassador scheme
  • Collect expressions of interest and collate database. Explore range of models for city-wide and local delivery including possibility of delivery through Glasgow Grows Audiences agency. Scheme to be flexible and tailored to people's capacity and level of interest. Develop policies and capacity building programme - offer minimum of two 'training'/mentoring/'buddying' sessions for ambassadors. Facilitate minimum of three arts related social events and two focus group meetings
  • City-wide evaluation group
  • Minimum of two evaluation meetings including representation from at least two of the areas, two arts organisations and two older people as well as Arts Development. Reflective practice included on agenda

  • Arts Development team undertake regular reflective meetings and written diary for project

  • The mapping summary is satisfactory as a starting point for planning local events for those involved in planning e.g. local community planning partnerships, Day Centres etc.
  • Arts organisations will be satisfied that involvement in the project has initiated new contacts for future work
  • Participating arts organisations and venues will feel satisfied that the project has helped extend their practices in reaching and developing long-term relationships with older people
  • Arts Ambassadors will be satisfied they have gained a new or deeper insight into the arts and developed positive relationships with the arts/arts organisations
  • Arts organisations will be satisfied that discussions and input to evaluation has been made through the Arts Ambassador scheme

Main Learning Points

  • Medium to low response rate for posted questionnaires. Phone questionnaires also proved problematic as care staff often too busy for number of questions. Mixture of phone and post likely to work best & edited version of questionnaire for phone use.

Local teams often focus priorities on younger people and the need to explore intergenerational work seems crucial
