NAME OF PATHFINDER PROJECT 'Expanding Horizons…A ticket to ride' |
Brief description: The challenge for cultural services in Fife is how to work with all our citizens - current users and current non users of cultural services and resources (with added focus on certain of the latter - see below) - to best identify and articulate what 'Culture' means to Fifers, what the key cultural entitlement priorities are for Fifers, how we might better identify, support and nurture creative talent in Fife and how Cultural Services and Community Planning Partners can work together better to impact on shared goals and aspirations for our communities. This is the purpose of Fife Council's proposed 'pathway' pilot overview. Our pathway project focuses on the creation and piloting of both universal and targeted creative consultation and campaigning processes, activities and resources that seek to raise awareness of the cultural entitlement agenda and ensure grass roots participation and engagement of our citizens in the creation of Fife's first Cultural Strategy, its first implementation plan and its planning and review processes. |
Overall aim: The Fife Pathfinder aims to develop a "grass root" informed cultural strategy and implementation plan, influencing (and influenced by) the Fife Community Plan, along with a package of complementary resources ('Fife's Cultural Passport'), so that the lives of Fife's citizens are improved through cultural participation relevant to their needs. |
Specific aims - To review and analyse current cultural provision, arrangements for support of creative talent, and strategic cultural and community planning priorities in Fife
- To creatively engage with citizens from a diverse range of backgrounds, experiences and geographic areas to participate in identification and prioritisation of local cultural entitlements, and identify an accepted definition of culture from a Fife perspective
- To improve the interface between both Fife wide strategic Cultural and Community Planning processes and local community and cultural planning processes
- To maximise available resources to achieve both community and cultural planning goals through improved partnership working
- To build new and strengthen existing links with people who face additional barriers to participate fully in cultural opportunities (young families (0-3 years), vulnerable older people, adults with learning disabilities, and black & minority ethnic communities), through the application of 'creative' consultation methods and tools and the development of staff skills and resources to continue using these
- To develop Fife Cultural Passport Scheme and supporting package of complimentary resources informed by Fife citizens and stakeholder liaison(?), as a tool to enable greater uptake of cultural entitlement
- To develop clear statements of intent and implementation pertaining to why we do what we do, what we (& others?) will provide and how, who and where we will do it, that can be shared and understood by colleagues, clients, partners and consumers (The cultural strategy and implementation plan for Fife)

Activities/services (outputs) - Establish a project and communications plan and use it to ensure ownership and involvement of key partners
- Review strengths/needs and strategic priorities re cultural access and participation levels across CP services and sectors
- Establish a cultural partnership group, plan and involve key partners in 2 x creative seminars/cultural partnership gatherings before April 08
- Plan and run a text message consultation project for three months before Autumn 2007

- We will use a variety of participative approaches to raise the awareness of and engage cultural and other professional stakeholders and members of the public in enjoyable consultation processes, including on-line questionnaire, focus groups and various consultation processes
