NAME OF PATHFINDER PROJECT - Cultural Entitlements Manifesto

Brief description:

An entitlements agenda for culture and sport will be developed by stakeholders and disseminated for public consultation, leading to an endorsed statement with realistic delivery proposals - 'A Cultural Entitlements Manifesto'.

The City of Edinburgh Council is committed to working closely in partnership with all sections of the community, Community Planning Partnerships, the Arts and Sports sector and stakeholders, while using new, tailored approaches to engage the 'hard to reach' and marginalised groups.

Overall aim:

To develop a clear description/definition of entitlements, a fully endorsed statement of intent, and realistic delivery proposal, for Cultural Entitlements in the city.

Specific aims (list 4-6)

  • To define entitlements in Edinburgh
  • To consider the aspirations of the wider community as part of the consultation process; balancing the needs of the Edinburgh community with that linked to tourism and neighbouring local authorities
  • To develop the proposal effectively as part of the cultural planning process, taking into account the City of Edinburgh Council's priorities and objectives
  • To build capacity within the Cultural Partnership and Sports and Physical Recreation Partnership and ensure the proposal fits community planning principles
  • To monitor and evaluate progress to assure quality improvement; establishing a clear map of current provision

Management of the project through in-kind support from the following groups/organisations/individuals:

Activities/services (outputs):

  • Establish internal working group and complete project initiation documents. Expand group to encompass neighbouring local authorities, partnership representation, stakeholders etc
  • Appoint facilitator
  • Define entitlements in Edinburgh
  • Begin mapping existing services
  • Establish a project and communication plan
  • Devise and host workshop sessions with Cultural and Physical Recreation Partnership to discuss outline manifesto and define entitlements
  • Devise range of consultation approaches in partnership with relevant CEC Departments
  • Finalise monitoring and evaluation mechanism
  • Finalise draft Entitlements Manifesto for consultation
  • Communicate consultation timetable
  • Publicly launch campaign
  • Initiate consultation process as per project and communication plan including open forum sessions/workshops, desk research, questionnaires, targeted participative focus groups, media and online vehicles for feedback
  • Collate data and analyse findings
  • Cost potential impact of recommendations and begin discussions with stakeholders including sponsors and neighbouring Local Authorities
  • Hold large scale community planning in-conference event to further discussion on entitlements and feedback initial findings
  • Conclude consultation and finalise Manifesto to report to Council
  • Communicate and re-launch finalised document
  • Initiate monitoring and evaluation processes

It should be noted that several partner projects will be ongoing in parallel to this piece of work including an internal cultural funding review, the development of the city online ticketing/listings portal and associated audience development campaigns.

Indicators for key performance aspects

1. Establish a project planning hierarchy of planning and monitoring groups - Internal working group/Plenary group, existing Partnerships and Partnerships and Partnership working groups. Recruit consultant/organisation to facilitate project

5. Conduct full consultation exercise targeting all groups as detailed in original application

1. Strategic Partnerships - consult with 10 identified strategic planning partnerships

2. Equalities Forums - consult with the 6 identified equalities groups

3. Edinburgh Citizens - Citizens Panel questionnaire, achieve 60% response, identify 3 other methods of reaching public

4. Community Regeneration Partnerships (previously Social Inclusion Partnerships) - consult with key partnerships; Craigmillar, North Edinburgh Area Renewal, Pilton, West Edinburgh Community Planning, South Edinburgh, Youth specific

5. Neighbourhood Partnerships

6. Consultation with Young People - develop youth focused consultation events, consult with the Edinburgh Youth Council Executive Group, Youth Services community group and smaller established focus groups e.g. the Student co-ordination group and the communication sub-group will also be contacted.

7. Arts/sports organisations and service providers

· Satisfaction (outcome)

1. Constituencies of interest and communities will endorse the manifesto commitment

2. Performance indicators set, both qualitative and quantative, will be monitored and measured

3. Any additional funding needed to deliver the manifesto will be secured, via satisfied funders

4. Arts/sports organisations and service providers will be satisfied with the delivery of the initiative

Pathfinder:

Following Completion of Pathfinder;

1. Attendance levels at culture and sport activities from identified target areas (geographical and social) will be monitored

2. Participation levels in culture and sport activities from identified target areas (geographical and social) will be monitored

3. Arts/sports organisations and service providers will engage more effectively with more communities

4. Identify route to analyse data to inform the focus of any potential stakeholder resources

· Value for money (output and outcome)

1. The pathfinder project will be delivered to budget and fulfil the funding criteria of all stakeholders

2. The resulting manifesto commitment recommendations will be achievable in terms of delivery and funding

3. The manifesto commitment recommendations will be sustainable



Data collected:

Baseline data

The Audience Business are currently collating the baseline attendance data for the arts which is extracted directly from box offices across the city to improve the accuracy of reporting and to allow for a detailed analysis of the finding across mosaic profiles, artforms, geographic location etc. This project will be expanded to encompass Sports and library provision and will inform the baseline data. In addition the facilitator/consultant will map current provision across the city.

Publish information where applicable and establish monitoring and evaluation processes as above.
