Focus: Areas of social deprivation - older people, rural/peripheral communities, artists and 'hard to reach' groups.
Objectives: The pathfinder will use a range of innovative and cultural activities as a means of consulting with identified 'hard to reach' groups to determine a set of cultural entitlements to encompass the needs of each group. There are plans to engage with the framework of Community Planning, and with other service areas.
