Horticultural Development Council

The Horticultural Development Council (HDC) was established by the Horticultural Development Council Order 1986 with the principle objective of commissioning research and development on behalf of the horticultural industry (excluding hops). The primary legislation for the establishment of the development council is the Industrial Organisation and Development Act 1947, which provides for a statutory levy from stakeholders to fund council expenses.

The HDC is subject to statutory review every five years. This process involves consultation with representative organisations on the future of the council and whether any changes should be made to its functions. The HDC was last reviewed in 2004 when the outcome was for the council to continue in its current form for a further 5 year period. However the HDC was included in the review of all agricultural and horticultural levy boards undertaken by Rosemary Radcliffe in 2005/2006.
