Animal Health and Welfare Bill

The new Bill proposes to modernise, strengthen and consolidate Scottish animal welfare legislation relating to animals that are commonly domesticated in the British Islands, are under the control of man, or not living in a wild state.

Avian Influenza (Scotland) Order and Regulations 2006

The Order and Regulations set out the measures to be adopted in the case of suspected or confirmed High Pathogenic Avian Influenza (HPAI) and Low Pathogenic Avian Influenza (LPAI) as required by the EU Avian Influenza Directive 2005/94/EC. It has the effect of amending the existing legal base taking into account a number of scientific advances since the previous Directive was adopted in 1992.

BSE Export Ban

The UK has met the two conditions set by the Commission for beginning discussions with Member States on lifting the export ban. Subject to a positive outcome from those discussions, we expect the Commission to make a proposal to lift the ban in relation to live cattle born after July 1996 and products derived from them.

Cattle Compensation

These changes provide for table only valuations based on extensive up-to-date market information table valuations for animals slaughtered under disease control measures for four cattle diseases; Bovine Tuberculosis, Brucellosis, Bovine Spongiform Encephalopathy and Enzootic Bovine Leukosis.

Compulsory scrapie flocks scheme compensation

This consultation is to ensure the rates payable for compulsory slaughter due to scrapie are still reasonable for the farmer, good value for the tax payer, and an incentive to report the disease.

Foot and Mouth Disease Regulations

The Regulations cover the disease control options, movement controls, biosecurity measures and meat and milk treatments required by the EU Directive 2003/85. There is also provision for emergency vaccination and measures governing return to export status.

Goat Welfare Code

The Draft code is intended to encourage all those who care for goats to adopt the highest standards of husbandry.

Meat (Disease Control) (Scotland) Regulations 2007

Lays down the animal health rules governing the production, processing, distribution and introduction of products of animal origin for human consumption, during outbreaks of specific animal diseases.

Responsibility and Cost Sharing: Consulation on Principles

Focuses on the principles of how animal health and welfare policy is managed and funded between industry and Government. It sets out basic principles for discussion and agreement. These principles will set the foundation for a number of individual proposals which will come forward in due course and these more specific proposals will be developed in partnership with industry.

TSE Regulations

These consolidated regulations aim to address a number of issues, in particular enforcement of feed controls and appeals procedures.
