FOOT AND MOUTH DISEASE (FMD): RELAXATION OF RULES UNDER THE SLAUGHTER FOR EXPORT SCHEME

1. A further amendment to Commission Decision 2007/554/EC was unanimously agreed by the Standing Committee of Food Chain and Animal Health (SCoFCAH ) held on 19 October 2007. The amendment will relax some of the restrictions for the trade of meats of FMD susceptible species under the Slaughter for Export Scheme. We are still waiting for the Commission to make clear when these amendments will take effect.

2. We plan to issue further CINs early next week setting out the new arrangements in
full. Below is a brief summary of the changes:

  • Extension to the areas in which FMD susceptible animals may be moved to a premises for slaughter and their meat exported
  • Does not require these animals to be sent directly to slaughter
  • Reduces the residency requirements from 30 days to 21 days before being sent to slaughter
  • Slaughterhouses can now be located anywhere (except Surrey)
  • Offers blood testing or serological survey options over standstill requirements
  • Wild game from the Northern and Western Isles and farmed game from specific areas
    can now be exported.

Germplasm

3. The new Decision also relaxes the restrictions on the trade of frozen semen and embryos of FMD susceptible species by allowing the export of germplasm collected in Great Britain after 15 July 2007 provided that certain conditions are met.

Background

4. Commission Decision 2007/554/EC is the principal Commission legislation that sets out the protection measures against FMD in the UK.

5. Several subsequent Decisions have amended Decision 2007/554/EC and the protection measures it contains.

6. Full details of the Slaughter for Export Scheme were set out in CIN 2007/148.
