AGRICULTURE STRATEGY GROUP (ASG): TERMS OF REFERENCE

The key principles relating to ASG activity are that there will be

  • clear understanding of status, objectives, conduct and roles; and
  • openness in sharing information wherever possible.

The processes underpinning these principles are set out below.

ASG membership and representation

1. Appointments are made on a personal basis. Members will contribute based on their knowledge and background rather than represent any individual body.

2. Any member unable to attend a meeting will not be entitled to send a deputy.

3. A list of members will be published on the Scottish Executive website.

Terms of reference

4. The overarching objective of the Group is to review and update A Forward Strategy for Scottish Agriculture to develop a strategy that it is relevant and builds on what has already been achieved. The underpinning actions and monitoring arrangements will be agreed by the Group and published in the minutes.

Processes for engagement

5. Meetings will normally be chaired by the Minister for Environment and Rural Development or, if unavailable, the Deputy Minister or a SEERAD senior official.

6. Officials will attend meetings, as appropriate, in support of the Group.

7. SEERAD will provide a secretariat service to the Group.

8. Wherever possible, papers for meetings will be circulated to members one week in advance of each meeting.

9. Minutes of meetings will record proceedings in a non-attributable format. These will be published on the Scottish Executive website. At the outset, these will record the processes for engagement.

10. Members will be entitled to reclaim reasonable travel and subsistence expenses incurred in attending meetings. Claim forms will be available from the secretariat, on request, at each meeting.

11. The Group may use a facilitator or invite presentations from individuals or representatives of organisations, as appropriate.
