The independent Commission on the Delivery of Rural Education was established by the Scottish Government and COSLA in July 2011. This Report makes recommendations on the delivery of all aspects of education in rural areas.

Executive Summary

The Commission on the Delivery of Rural Education, chaired by Sheriff David Sutherland, was tasked with examining how the delivery of rural education can maximise the attainment and life chances of young people in rural areas, and the link between rural education and rural communities. The Commission also reviewed the Schools (Consultation) (Scotland) Act 2010 and its application. Its members represented a wide range of interests.

During its evidence gathering the Commission undertook an extensive consultation process including a Call for Evidence which received almost 400 written responses from organisations and individuals with an interest in rural education. These responses and an analysis report of their content have been published separately. The Commission also gathered evidence through a programme of school visits and public meetings in rural areas.

This Report makes 38 recommendations relevant to the delivery of education in rural areas. These will now be considered by the Commission’s sponsors, the Scottish Government and COSLA.
