The consultation paper set out the Scottish Government's vision for warm, high quality, affordable, low carbon homes and a housing sector that helps to establish a successful low carbon economy across Scotland. This consultation seeks stakeholder views on:
* adjustments to SEPA’s future funding, including the integration of the current charging schemes into one framework and charging that is less directly related to activity and developing a charging scheme that is based on risk and operator performance;
* building on the polluter pays principle by bringing in a charge that relates to the impact on the environment from the use of environmental resources;
* a new statutory purpose for SEPA.
