To ensure maximum benefit from the HUBS approach during the set-up of HUBS, local authorities should:
Agree general principles at the outset of HUBS around the aims of the process and what HUBS are being set up to achieve;
Ensure that each HUB is made up of lcoal authorities at different stages in the development of services;
Set up formal mechanisms to share information between HUBS;
Ask for volunteer 'lead' authorities that are committed to the work of their HUB.
Once the HUBS have been set up, local authorities should:
Schedule regular and frequent meetings;
Have more regular meeting in the initial development of HUBS;
Recruit administrative support.
