The Scottish Government is committed to a plan – led system. Up to date and relevant development plans are intended to provide certainty for investors and communities alike and to form the context for decisions on planning applications. We are aware of some emerging issues that may need to be addressed in the meantime and those are the focus of this consultation paper.
