Executive Summary

The aspirations for improved empowerment, choice and control were broadly supported by all stakeholders in this project. However, the expansion of self-directed support (SDS) in Scotland remains an area of debate. Evidence from this study suggests that if uptake of SDS follows the same pattern as Direct Payments then the costs of further uptake of SDS will not differ significantly between SDS and more traditional services nor a reduction in service.
