A total of 28 responses were received before the deadline. The analysis reported in this paper is based on these. A further 3 were received shortly after the deadline and have not been included in this analysis but the answers of which have been considered while finalising the Code. Three responses were received on behalf of individuals and 25 on behalf of organisations or groups.
Consultees were provided with a pro-forma on which to provide their responses to the consultation questions. 22 of the 28 respondents used the form. For the purpose of this analysis, all comments received, whether on the pro-forma or not, were attributed as closely as possible to the questions posed. Where a respondent did not respond to a particular question or did not indicate a view which could be clearly attributed to one of the suggested response categories, in the case of a closed question with options, this was treated as not answered. Not all respondents completed the whole consultation document, some selectively answered questions that covered only their remit.
Of the 28 responses 26 gave permission for their response to be made publicly available with one requesting anonymity. The other two respondents requested confidentiality and therefore, these, are not publicly available.
