4. Specialist and Non-specialist Mental Health Teams

The MHO workforce is split between specialist or non-specialist Mental Health ( MH) teams, this section of the report looks at the field team on which a MHO works in more detail. Please note that the figures for 2007 will not sum to total number of MHOs, due double to counting in one Local Authority.

4.1 MHOs in specialist MH teams

Table 12 shows that the number of MHOs working in specialist MH teams has been increasing steadily since 2007, when there were 347 MHOs. In 2011 this figure has increased by 10.4% to 383 MHOs. Of these 383 MHOs the majority (52.5%) work in Community MH Teams, whilst only 5.4% in 2011 worked in old age/dementia teams.

Table 13 shows the WTE's of the MHOs working in specialist MH teams, the percentage splits across the teams are very similar to those in table 12. The 383 MHOs have a WTE of 356.75, giving an average of 0.93 WTE per MHO, compared to 0.94 in 2010.

4.2 MHOs in non-specialist MH teams

Table 14 shows that the number of MHOs working in non-specialist MH teams had been decreasing steadily since 2007, when there were 347 MHOs to 316 MHOs in 2009. Since 2009 there has been an increase of 8.9% to 344 MHOs in 2011 which takes the number back to 2007 levels. Of these 344 MHOs the majority (24.4%) work in Community care Teams, whilst only 5.8% work in Generic teams.

Table 15 shows the WTE's of the MHOs working in non-specialist MH teams, the percentage splits across the teams are very similar to those in table 14. The 344 MHOs have a WTE of 330.0, giving an average of 0.96 WTE per MHO, compared to 0.90 in 2010.

A very rough estimate shows that on average a MHOs working on non-specialist teams spent 6.50 hours per week in 2011 on MHO work, this compares to 8.26 hours in 2010 (refer to Table 16). These figures have only been collected since 2008 and not all Local Authorities are able to provide a figure.

These are based on figures from 24 Local Authorities in 2008, 28 in 2009 and 23 in 2010 & 2011.

4.3 Exclusive MHOs positions

An exclusive MHOs position refers to MHOs whose contract specifies that they are appointed to primarily undertake statutory Mental Health Officer work. The MHOs counted in this section are also included in sections 4.1 & 4.2. Please note that two Local Authorities have report that they misinterpreted the definition of an exclusive MHO and confirmed that they have never had any exclusive MHOs positions. For consistency the figures for all years have been updated.

Table 17 show that the majority of exclusive MHO posts are within the Community or Adult Social work MH teams. The percentage of exclusive MHO posts decrease from 54.4% in 2007 to 49.2% in 2008 but has increased since then to 65.8% in 2010, before falling to 57.6% on 2011. Table 18 shows the WTE's of exclusive MHOs, the percentage splits across the teams are very similar to those in Table 17.
