There was an estimated 666,400 hours of service provided to 66,222 clients in 2010. The number of clients dropped from 70,210 in 2000 to 64,546 in 2002, it then increased to 71,094 in 2005 and has fallen to 66,222 in 2010 (see Chart 1). The number of client hours has increased by 70 per cent since 2000. In 2000 clients received, on average, 5.6 hours of home care per week. This has risen steadily to 10.1 hours for 2010 (See Annex Table 2, and Chart 2).

In 2005, the data collection was refined to collect information on older people receiving 10+ hours per week. Previously these figures were estimated.

The estimated number of older people receiving intensive home care (more than 10 hours per week) increased each year between 2000 and 2005 but decreased by less than 1 per cent (102 clients) between 2005 and 2006 before increasing steadily to 2008 (15,332 clients). There was a small decline (109 clients) in 2009, before increasing again in 2010 (15,736 clients). In 2010 there were 18.1 clients per 1,000 population aged 65 or over that received intensive home care - compared with 17.5 in 2009 (See Annex Table 2).

Of the estimated 66,222 clients who received a home care service provided or purchased by a local authority in 2010, 34 per cent received at least part of their home care service from a private or voluntary provider - compared to only 10 per cent in 2000 (Table 1, Annex Table 6) (Figures may not sum due to rounding).

The average number of contact hours per client for those receiving local authority provided services only was 7.2 hours per week, compared to 15.8 hours for those receiving home care from a private or voluntary provider only (See Table 1).

278,916 hours were provided to clients receiving home care services solely from the private or voluntary sector. This has increased by 61 per cent since 2005 when 173,330 hours were provided (see Annex Table 6).

Additionally, 74,040 hours (11 per cent) were provided by some combination of local authority, private and voluntary provision as at the last week in March 2010 (See Table 1 & Chart 5).

The proportion of service hours provided solely by local authorities has been decreasing steadily from 82 per cent in 2000 to 47 per cent in 2010. The majority of this decrease is due to the increase in service provided or purchased solely from the voluntary and private sectors (see Annex Table 6).

Profile of Clients Receiving Home Care Services

Approximately 45 per cent of clients receiving home care services provided or purchased by local authorities were older people. 34 per cent of clients had physical disabilities. An estimated 67 per cent of clients were female and 33 per cent were male. An estimated 81 per cent of all clients were aged 65 years or over (See Table 2 & Chart 6).

An estimated 64 per cent of clients in receipt of a home care service were living alone (See Table 3). Note that this information was not provided by all Local Authorities.

Level of Home Care Services Provided

In 2010, 23 per cent of under 65's received 20 hours or more home care a week compared with 6 per cent of over 65's.

31 per cent of home care clients received at least 10 hours of service provided or purchased by a local authority in 2010. This percentage has gradually increased over the last 10 years from 15 per cent in 2000 to 31 per cent in 2010. The number of clients receiving less than 4 hours has decreased over the same period from 54 per cent to 38 per cent. (see Annex Table 5 & Chart 7)

People aged 65 and over account for 79 per cent of people receiving less than 1 hour of home care, compared to 18 per cent of all people receiving 50 hours of home care or over and 81 per cent of all people receiving home care (see chart 8).

Home Care clients receiving services in addition to their Home Care service

In 2010 for the first time, information was collected on home care clients who received other services in their own home. These included; Community Alarms, other Telecare and meals. The 'Background information' ( section 4) contains definitions of Community Alarm and 'other Telecare' services.

Community Alarm and other Telecare

Table 5 shows that as at March 2010, there were 28,544 (43 per cent) home care clients who also had a Community Alarm or another Telecare service. Of the 28,544 home care clients who also had a Community Alarm and/or other Telecare services, 87 per cent only had a Community Alarm. Moreover, of the 28,544 home care clients who also had a Community Alarm and/or other Telecare services, 89 per cent (25,296 clients) were aged 65 and over.

Of the 28,544 clients who received home care and had a Community Alarm and/or another Telecare service, 47 per cent were older people (13,278), followed by 40 per cent who had physical disabilities (11,560).

Of the 66,222 home care clients, 52,586 (79 per cent) also receive personal care. Table 9 contains information on those clients who receive home care and other services by client group. 49% of the clients who receive personal care where in the 'older people' client group (25,755 clients), followed by 33% who had physical disabilities (17,509 clients).

Overall, 7,498 home care clients also received a meals service. 4,123 (6 per cent) of home care clients received a hot meals service and 3,388 (5 per cent) received a frozen meals service. 13 clients received both a hot and frozen meal service. Note the Scotland meals data excludes information for Scottish Borders, see section 4 (Background information) for further details.

Of those that receive home care and personal care (52,586 clients), 30% receive less than 4 hours of home care and 83% receive less than 15 hours of home care a week.
