Question 4: Draft principle 4.6 refers to persistent identifiers being shared outside their existing context or governance boundaries - is the existing wording clear enough?

Question 5: Do you have any specific concerns that draft principle 5.7 will be complex and/or expensive to implement as a result of the data being stored in separate databases (draft principle 4.2)?
