SIMPLIFYING THE PUBLIC SECTOR LANDSCAPE - Official Statistics
On 30 January 2008, the Scottish Government announced in Parliament detailed plans to reshape Scotland's public bodies to make them more flexible, responsive and effective. As part of their national performance framework, the Scottish Government announced a National Indicator to reduce the number of Scottish public bodies by 25% by 2011. A baseline list of 199 public bodies has been published, against which progress will be measured and published on the Scotland Performs website: http://www.scotland.gov.uk/About/scotPerforms/indicators/reducePublicBodies.
The vast majority of the significant national public bodies included in the Government's baseline list are included in the Public Sector Employment Statistics. Only 18 of the public bodies included in the baseline list are not included in the Public Sector Employment Statistics (Tables 1 to 7). These 18 public bodies are excluded as they fall below the employment threshold for inclusion or are outwith National Accounts definitions (see background note 6 for more information).
The official public sector employment estimates, based on National Accounts definitions, are provided in Tables 1 to 7. These should be used for official estimates of the total public sector in Scotland and for comparisons over time and with the UK.
The Simplification Programme Tracker provides details of how the public sector landscape has changed since October 2007, measured against the baseline position. Information on employment for the public bodies in the baseline list is provided in Table A below. This provides information on employment levels for the 199 public bodies which were operating as at the baseline position in 2007. The number of public sector bodies has fallen from the baseline of 199 bodies to 162 bodies, including 1 proposed body which has yet to become fully operational but is included on the baseline list. Quarterly updates to Table A will be provided in this bulletin.
