Foreword
The Scottish Government recognises that achieving a good mix of housing tenures is essential if we are to meet the varied housing needs of people across the country and support sustainable communities. We made clear in Firm Foundations and in our recent Review of the Private Rented Sector that we recognise the important contribution that private sector housing, whether owner occupied or rented, makes to this mix, including the provision of affordable housing.
We are eager to continue the work of improving standards in private housing. The Review of the Private Rented Sector sets out in detail many of the areas that we will be taking forward in the coming years, in co-operation with stakeholders.
Meanwhile, we want to take the opportunity of the forthcoming Housing (Scotland) Bill to consult on the possibility of including in that legislation some private housing measures. These are relatively straightforward provisions that we think could make a quick and helpful contribution in the sector. Some are designed to improve the effectiveness of the landlord registration system or to address problems relating to houses in multiple occupation, while others are intended to clarify or adjust the law relating to disrepair in private housing.
