3) 'Other services' covers the remainder of POBE expenditure items, including loan charges, costs of tax collection and valuation, non- HRA housing and corporate management costs.
4) Figures under 'other services' may be negative as it includes 'interest and investment income', and it includes items which can have a net surplus.
