3 Stages in establishing a sQP

3.24 The main stages to be considered in establishing a sQP through to implementation are listed in the checklist below and highlighted in Figure 3.1. The further chapters explain the processes required to establish a sQP.

3.25 In establishing a sQP the transport authority must address some important questions listed below. Chapters 4-12 will seek to answer these questions and identify the stages that are required to be undertaken before the scheme is formally consulted upon and published.

  • Identify the aims and objectives of transport authority/authorities bus policy
  • Is a QP the best way forward to achieve this?
  • If so, is a sQP the most suitable option?
  • What can the transport authority/authorities bring to the partnership?
  • If the authority/authorities decide to develop a sQP, then what size and type of scheme?
  • Can the scheme be adequately resourced throughout its duration?
  • What facilities and standards should be included and are they achievable?
  • Has the Competition Test been met?
  • Can the facilities and standards meet the aims and objectives of the sQP?
  • Have the views of the key stakeholders being taken on board by informal consultation and what are the views of the key stakeholders?
  • Developing the detailed scheme
  • Notice of proposed scheme
  • Statutory formal consultation
  • Changes to scheme
  • Publish sQP
