What financial and human resources are required?

1.23 Some of the actions undertaken in establishing a sQP may require significant investment by both the transport authority and bus operator in terms of financial and human resources; the additional investment, however, can unlock benefits for them both.

1.24 It is important for both transport authorities and bus operators to take into account the implications of revenue as well as capital funding in appraising the financial implications of introducing a sQP, for example, the maintenance costs associated with the provision of real time passenger information provision or bus priority measures.

1.25 A sQP is all about partnership and trust. The common goals are developing a reliable and stable high quality public transport network to the benefit of the passengers. Key, therefore, for all partners is a combination of locking in the benefits while taking away the uncertainties in the delivery of improved public transport.
