Question 28: Has sufficient arrangement been made for those receiving adoption allowances under the Adoption Allowance (Scotland) Regulations 1996
All of the respondents agreed that the regulation seemed "satisfactory" or "reasonable" and had sufficient arrangements for those receiving adoption allowances.
Comments made by the respondent on this question include:
"The proviso set out above is comprehensive and will protect those in receipt of Adoption Allowance under the Adoption Allowance (Scotland) Regulations 1996."
"If councils are planning major changes to their adoption allowance scheme under the new legislation, adopters should receive notice of this. This could be done in the context of the annual review, with where the relative benefits of continuous payments from the old scheme or use of the new allowances and their parameters could be discussed and agreed."
"If payment under the 2006 Regulations is to be preserved then so do all the other Regulations as regards review, termination etc."
"Reasonable, but should comply with new procedures on first annual review after 2009 Regulations come into force."
Concerns were raised, however, about availability and accessibility of those support services as outlined and the resource implications for adoption agencies in meeting ongoing and expanding needs for post adoption services.
Scottish Government Response
Given the support of the majority of the respondents, we do not propose to amend this regulation.
