MINISTERIAL FOREWORD
The Scottish Government is committed to creating a more successful country with opportunities for all to flourish. However, if we are to achieve this, we need to ensure that the frameworks and policies which we develop remove barriers and challenge attitudes and behaviours that prevent gender equality in Scotland.
The gender equality duty, to eliminate unlawful discrimination and harassment and promote equality of opportunity between men and women, is an instrument to drive both institutional and cultural change.
Since our first annual report (March 2008), we have published our Gender Equality Scheme 2008-2011 (June 2008), reflecting the change from departmental to directorate structure within the Scottish Government.
We now have a total of ten key objectives on which I am delighted to be able to report progress.
There is still much to do to achieve gender equality in Scotland and the current economic climate brings its own challenges to progressing our agenda. We know that our task may not be easy but we remain committed to creating a fairer, stronger Scotland - a Scotland that we can all be proud of.
