PURPOSE

1. The Water Framework Directive introduced a framework for the effective management of Europe's water environment. In Scotland, we have introduced an integrated legislative framework, based on these same principles, to facilitate the delivery of our vision of a collaborative and integrated approach to the protection of our water environment.

2. Two daughter Directives which clarify and extend this framework have recently been introduced in Europe. These are:

  • Priority Substances Directive (Directive 2008/105/EC) and
  • Groundwater Directive (Directive 2006/118/EC)

3. This consultation sets out our proposals for integrating the requirements of these daughter Directives into our existing framework for protecting and improving Scotland's water environment.
