Ministerial Foreword
The Scottish Government's stated purpose is to focus the Government and public services on creating a more successful country, with opportunities for all of Scotland to flourish, through increasing sustainable economic growth. It is important to ensure that everyone can contribute to this, especially at a time of economic downturn. One of our 15 national outcomes, to which the whole public sector should be aligned, is that we have tackled the significant inequalities in Scottish society. By addressing the barriers and discrimination that disabled people face, we will ensure that there are opportunities for all to contribute to Scotland.
The public sector duty to promote equality of opportunity for disabled people has now been in place for 2 years. It provides a framework for promoting equality, addressing disability discrimination and tackling the barriers and prejudice that disabled people experience.
I am delighted to introduce the Scottish Government's Disability Equality Scheme Annual Report 2008. Our revised disability equality scheme for 2008-11, which we published in May 2008, set out the action we will take to promote disability equality across the broad range of Government policies and functions. This annual report summarises some of the action that we have taken.

Nicola Sturgeon, MSP
Deputy First Minister and Cabinet Secretary for Health and Wellbeing
