3. Main Changes

3.1 The main change is that there is now one generic contingency plan framework. Annexes will be created covering specific details for each disease. The FMD annex has been drafted and is included within this consultation package for your comments.

3.2 The framework plan has four main chapters:

  • Chapter 1 - the principles of disease control;
  • Chapter 2 - the overarching command and control structure and processes at the strategic, tactical and operational levels;
  • Chapter 3 - roles and responsibilities of individuals or organisations involved in the control process;
  • Chapter 4 - other operational partners, agencies, government departments.

3.3 The other main changes to the plan include:

  • incorporation of our strategic statement of intent;
  • providing clearer sign posting to other users associated plans;
  • managing impact of disease in Scotland where an outbreak occurs outside Scotland;
  • managing the wider impacts.

3.4 The plan does not include vector borne diseases (eg bluetongue, West Nile Virus or Rabies) as the disease responses to these diseases are very different.
