Source: SAAS management information returns for Scottish institutions.
1. Students can receive help from both the Discretionary Fund and the Childcare Fund in the same year so the 'instances of assistance' from each fund cannot be summed to a total. Furthermore as students can receive help more than once in an academic year from each fund there may be an element of double counting in the student numbers for each fund.
2. 'Instances of assistance' have been rounded up or down to the nearest 5 (e.g. 1, 2 round to 0; 3, 4 round to 5).
3. The 'Amounts issued by institutions' figures are the amounts distributed to students by institutions. At the beginning of the academic year each institution is allocated a pot of money for these funds by SAAS. Any of the allocation which has not been spent is returned to SAAS as unused funds. Any unused funds received by SAAS are redistributed the following January.
4. 'Amounts issued' are rounded up or down to the nearest thousand.
5. For the Childcare Fund, a figure for number of students assisted was not available. However information on the number of students who applied and the number of students who had their application refused was available so the 'instances of assistance' figures are the net number as this should equal the number of students assisted.
6. Academic year 2006-2007 is the latest for which information on 'instances of assistance' under both funds is available.
24. Table 13 shows that instances of assistance through each fund have decreased since 2002-2003 by 4.9% (715) and 81.5% (5,555) for the Discretionary and Childcare funds respectively. However the Discretionary Fund has shown an increase in activity from academic year 2004-2005 onwards and in 2006-2007 instances of assistance were 12.9% higher than in the previous year. Amounts issued by institutions in 2006-2007 were 13.9% higher for the Discretionary Fund and 4.3% higher for the Childcare Fund than in 2005-2006. Overall spending by institutions on both funds has increased by 30.9% since 2002-2003 from £11.1 million to £14.6 million.
