1. Student loan entitlement is calculated by SAAS but the Student Loans Company extends the loan. These figures relate to entitlement rather than uptake which may be lower. Prior to 1999/00 students applied for a loan through their institution.

12. Figure 3 shows that the number of students assessed by SAAS as being entitled to maintenance loans has fallen in each academic year from its peak level of 91,755 students in 2002-2003. The total number of students entitled to loans in academic year 2007-2008 (78,715) is 14.8% lower than in 2002-2003 and 2.8% lower than in 2006-2007. Numbers entitled to the non-income assessed and income assessed loans have decreased in each year since 2002-2003, whereas additional income assessed loan entitlements increased between 2002-2003 and 2004-2005 and then decreased to 16,405 in 2007-2008, a 6.5% decrease since their peak in 2004-2005. Table 6 shows that the overall value of loan authorisations has also fallen since 2002-2003 to £184.3 million in 2007-2008, a decrease of 19.4%.
