STRATEGIC ENVIRONMENTAL ASSESSMENT ( SEA)

14. SPG for wind farms may constitute a qualifying plan for SEA purposes under the Environmental Assessment (Scotland) Act 2005. Where this is the case, the screening procedures set out in the Act should be followed prior to determining whether significant strategic environmental effects are likely and SEA required. The extent to which the SPG sets a framework for development beyond existing development plan policies and SPG is likely to be relevant in determining whether such effects are likely. Consultation on the draft SPG and the Environmental Report will be an opportunity for all parties including developers and the public to assess whether the SPG reflects SPP6.
