Chapter 3: Key outcomes for people who use services

11 In 2007-08, 88.5% of care leavers obtained one qualification at SCQF level; 57.7% obtained qualifications in English and Maths (figures for 2007-08 provided by Midlothian Council).

12 The term used to describe the formal and local partnerships needed between all local authority departments and services, and associated agencies, who are responsible for working together to meet the needs of looked after children and young people (Looked after children and young people: we can and must do better, Scottish Executive, January 2007).

13 The Scottish Executive set a target to reduce the number of persistent young offenders by 10% between 2003-04 and 2005-06.
