CHAPTER ONE INTRODUCTION
1.1 In 2006, 369 children were killed or seriously injured on Scottish roads 3. Improving the safety of children on Britain's roads is a central part of the UK government's road safety strategy 4. Road safety education has an important role to play in helping children and young people become safer road users.
1.2 In April 2002, Scottish Road Safety Campaign (now Road Safety Scotland) launched the S1/S2 Personal and Social Development ( PSD) Road Safety Education resource. The pack includes teachers' notes, suggested lesson plans and pupil activities which aim to consolidate, reinforce and expand road safety education.
1.3 The pack also includes support materials and a script for an S1 road safety play 'The Nine Lives of Roddy Hogg'. The play is commissioned by Road Safety Scotland ( RSS) to S1 classes in secondary schools across Scotland on a rotational basis, but the resource materials can be used without the play.
1.4 Each secondary school in Scotland has been provided with at least one copy of the resource. Resource libraries, 5-14 advisors, teacher training colleges and other educational organisations were also provided with a copy of the resource. The resource can be downloaded from the RSS website free of charge 5.
1.5 In October 2007 the Scottish Government and Road Safety Scotland commissioned Colin Buchanan, in association with RSN Associates, to review the existing S1/S2 Personal and Social Development ( PSD) Road Safety Education Resource and to provide recommendations to update and improve the materials.
1.6 The overall aim of the research was to review the uptake and user opinions of the quality and relevance of resource and use these findings to provide recommendations for a new updated resource fit for the purpose.
1.7 Chapter 2 of this report outlines the main research methods; Chapter 3 summaries key findings from a desktop review; Chapters 4 and 5 provide analysis of the school survey and consultations; Chapter 6 discusses the key findings and Chapter 7 provides recommendations for the development of an updated road safety resource for this age group.
