1 Introduction
1.1 In May 2008, the Scottish Government commissioned Quayle Munro Ltd to carry out a Policy and Financial Management Review ( PFMR) of Highlands and Islands Airports Ltd ( HIAL).
1.2 Aviation in the Highlands and Islands, as elsewhere, has experienced significant change since the last Review in 1995, making a review of the Company timely.
1.3 This Consultation Paper invites comments on the policy and financial aspects of HIAL's operations, as input to this review. It initially explains what HIAL is and then sets out the context within which HIAL operates, from both an operational and corporate perspective.
1.4 The Consultation Paper concludes by setting out the questions on which your views would be welcome. The answers to these questions, together with general comments submitted by respondents, will be taken into account in undertaking the Review.
