CHAPTER 2: THE CONSULTATION PROCESS

TIMING OF THE CONSULTATION

2.1 The consultation ran from 1 February until 25 April 2008, although responses were accepted until 9 May 2008. In total 94 responses were received, providing a wide range of views and information for consideration. There were 20 responses from individuals and 70 from organisations. One of the organisational responses, relating to drink-driving limits, was submitted on behalf of 5 different organisations and has, therefore, been counted as 5 responses for data analysis purposes.

NATURE OF THE CONSULTATION

2.2 The consultation document set out to gather views from those individuals or organisations with an interest in road safety and was structured around 5 themes:

  • What should our priorities be?
  • How should we address these priorities?
  • How should road safety be organised to deliver?
  • How could road safety be funded more effectively?
  • What can we learn from others?

2.3 Some responses addressed each of these themes separately while others gave more general responses.

DISTRIBUTION OF THE CONSULTATION DOCUMENT

2.4 A wide range of organisations were sent a copy of the consultation document including:

  • road safety stakeholder organisations
  • organisations representing the interests of children and young people
  • organisations representing the views of equalities groups
  • organisations representing the views of transport groups.

2.5 In addition, individuals were invited to contribute their views through publicity in local press. The consultation document was available on the Scottish Government website and written responses could be submitted by post or by email.

2.7 Where consultees have agreed to have their responses made public, these responses will be made available in the Scottish Government Library.

2.8 Responses were received from 2 categories of consultees:

  • those responding on behalf of an organisation
  • individual consultees.

2.9 As Table 2.1 above shows, 21% of all responses were from individuals and 79% from organisations. Organisational responses have been further segmented into organisational types.

Gaps in Respondent Type

2.10 A scan of the respondent list reveals that there were no responses specifically from young people; although there were responses from 4 organisations representing young people; and the organisations least well represented were those dealing with issues relating to alcohol and community organisations.
