ANNEX A - THE SOIL STRATEGY PROJECT BOARD

A.1 The development of the Scottish Soil Framework was supported by a Project board composed of relevant policy lead within Scottish Government, its delivery partners, environmental and business, NGO and other keys stakeholders (BOX 1).

A.2 Specifically the Board

  • Acted as a discussion forum for key stakeholders with an interest in soil protection;
  • Provided expert advice for the development of the Soil Strategy in a measured and proportionate way;
  • Established sub-groups consisting of technical experts and policy leads to provide a robust evidence base.

A.3 The Board set up nine working groups composed of technical, scientific and policy specialists from a wide range of soil stakeholders. The working groups brought together the expertise and competencies of 26 Scottish organisations with 60 direct contributors to the reports.

A.4 The aspects covered by the working group were:

  • Working Group 1 - Atmospheric Deposition
  • Working Group 2 - Biodiversity
  • Working Group 3 - Contaminated Land
  • Working Group 4 - Diffuse Water Pollution
  • Working Group 5 - Landslides, erosion & compaction
  • Working Group 6 - Soil Organic Matter Loss
  • Working Group 7 - Soil Organic Materials to Land
  • Working Group 8 - Planning and Soil Sealing
  • Working Group 9 - Cultural Heritage

A.5 The following cross-cutting aspects were covered by each individual working group.

  • Soils and Climate Change
  • Data and Monitoring
  • Research
  • Awareness & policy integration

A.6 The working groups were asked to report to the Board to

  • provide an overview over specific issues/ threats to soil,
  • describe the impacts of these on soils on Scottish soils,
  • identify relevant policies impinging on soils protection and management, and,
  • provide to the Board recommendations and actions.

A.7 The working group reports include a wealth of information on the pressures on soils in Scotland, and key parts of them are included in this consultation as supporting material. The recommendations made by individual workings groups have not been reproduced as part of this consultation.
