Qualifications
Table 23 shows the proportion of working age adults whose highest qualification is SCQF level 4 (General Standard Grade or equivalent) or below. The data from Table 23 is used as a proxy measure to inform the Government's National Indicator on literacy and numeracy as they are currently developing a new national survey to collect data on working age people with severe literacy and numeracy problems. The indicator aims to reduce the number of working age people with severe literacy and numeracy problems.

The proportion of working age people whose highest qualification was SCQF level 4 or below was estimated to be 16.1% in 2007. Glasgow City had the highest estimated proportion (24.1%) and Edinburgh City had the lowest estimated proportion (8.9%).
Table 24 provides information on 18-29 year olds educated to below SCQF level 6 (Higher or equivalent). The proportion of 18-29 year olds whose highest qualification was below SCQF level 6 was estimated to be 29.8% in 2007.
