1.0 Introduction
Learning Connections is part of the Education and Lifelong Learning Directorate General of the Scottish Government. It carries responsibility for supporting the development and implementation of policy and practice in relation to Community Learning and Development ( CLD).
As part of national work identifying the links between the activity of CLD (outputs) and the difference that it makes (outcomes), Learning Connections in January 2007 commissioned the research that is the subject of this report.
The task was to develop and pilot an instrument that could test whether it is possible to identify and quantify retrospectively the outcomes of CLD for individuals and communities in Scotland.
