FOREWORD

Background The Fraser Inquiry into the Holyrood building project was jointly commissioned by the Scottish Ministers and the Scottish Parliamentary Corporate Body ( SPCB), and was launched in June 2003, and the report, published by Lord Fraser of Carmyllie was finalised in September 2004. Some administrative tasks relating to the inquiry were completed after the final report was published, and therefore although 99.7% of expenditure relating to the inquiry occurred during 2003-04 and 2004-05, this account covers the period from 2003-04 until 2005-06

Scope of the account In accordance with the Memorandum of Understanding between the Scottish Executive, The Scottish Parliamentary Corporate Body and Lord Fraser, there is a requirement to maintain proper records of all income and expenditure and prepare accounts once the investigation is complete. There has been no income received in relation to the investigation, and the account takes the form of an expenditure report, covering the period under which the investigation was active, which was from financial year 2003-04 until financial year 2005-06
