Strategic Environmental Assessment ( SEA)
32. It is not considered necessary to undertake a Strategic Environmental Assessment ( SEA) in respect of the draft Environmental Liability (Prevention and Remediation) (Scotland) Regulations 2008. Preparations for the draft Regulations commenced prior to the Environmental Assessment Act 2005 - section 5(1) coming into force. The draft Regulations are also outwith the scope the Environmental Assessment of Plans and Programmes (Scotland) Regulations 2004 - Regulation 9.
