1. Section 71 of the Criminal Justice (Scotland) Act 2003 makes provision for the extension of funding powers under section 27 of the Social Work (Scotland) Act 1968 to include persons in respect of whom the court has deferred sentence.

2. SSERs were submitted for all 45 orders in Ayrshire during the study period. In Highland SSERs were available for 65 out of 68 orders.

3. One high tariff order became low tariff for the extension period.

4. Based upon the figures for all people released from custody or given a non-custodial sentence in 2003-04 (the most recent cohort analysed in terms of 2 year reconviction rates).

5. These characteristics were considered in evaluations of supervised attendance orders, commissioned by the Scottish Government, which were specifically targeted at those unable to pay fines.

6. Data was missing for three orders.

7. The Scottish Government is in the process of replacing the RA1-3 assessment tool.

9. For example, pilots intended to use assessment tools such as Richter, Crimepics etc, but in practice these were used too inconsistently to provide usable data. Also, due to the timescales of the evaluation, it has not been possible to look at longer term outcomes.

10. In Angus, where possible, the same social worker would interview the offender and write both the SER before SDS and the SSER at the end of the SDS period. The SDS worker might also attend.

11. These views were held by all Sheriffs interviewed with the exception of one Sheriff in Ayrshire who did not comment on factors affecting sentence, and had only imposed SDS once, sentencing probation afterwards.

12. *6 high tariff cases excluded because trial date after evaluation period, or because disposal data missing or not known. The remaining high tariff order was excluded because this became low tariff during 2nd period.

13. It is not possible to ascertain if it was the same people who were recommended admonishment, and admonished in practice.

14. Data missing for 19 orders.
