This volume of the guidance is non-statutory. It provides advisory information on the new HRA, work notice and demolition notice powers, and highlights some issues which local authorities might wish to consider when implementing the new powers. We welcome your views on any aspect of this guidance. In particular, you may wish to consider the following questions. Q1 Will this guidance help you to implement the new powers? Ultimately you will be responsible for interpreting the legislation, but are there any areas which you would appreciate more information on? Q2 Will the information in Annexes A-D help you to produce the appropriate documents? Q3 We are proposing to include a Q&A annex of frequently asked questions. This will be developed for the final document, and we propose to update this, as necessary, on the website version of the document. Do you think this would be useful? Q4 We are also looking at the possibility of an annex which will set out the various pieces of legislation which a local authority can use to deal with issues of poor quality in private sector housing.
